I think the basic difference between the Republican approach and the Democratic approach that we are talking about tonight is that you would cut people off. We want to build for the future through work, 2 years is inflexible. We believe that there would be cases like Ms. Woolsey's, that 3 years is more appropriate and, in a lot of cases, where 2 years is too much. We believe in the flexibility to adjust to the individual circumstances.
