What we are concerned about is that the building of orphanages and group housing and tearing families apart is counterproductive to the family values we think both parties stand for. How do you justify the building of orphanages and group houses with the context of trying to build a strong social family unit? ... You have destroyed their self-esteem by such a system. You have destroyed their dignity. And what we want to do is return it by requiring responsibility. And we say you have got to sign the social contract. If you are going to receive the largesse of the American taxpayers, then you have got to establish some way of showing that you are going to show responsibility in pulling yourself out of your present situation.
