During the midnight hours of regulations, which is considered to be November 8 to January 20, the Carter administration issued 24,531 pages of midnight regulations. The Reagan administration issued 14,584 pages of midnight regulations. The Bush administration issued 20,148 pages of midnight regulations.…”
