Is there a concern at the EPA that 410A is hurting the environment?

I urge Congress to act swiftly in the passage of this bill for the benefit of American manufacturers, workers, and consumers.

I am trying to figure out why we are making the change to go to the 410A.

But we talk a lot about all the industry supporting it, but once again we leave out the consumer.
