None of the funds made available by this Act may be used to finalize, implement, administer, or enforce the proposed rule entitled ``Voluntary Remedial Actions and Guidelines for Voluntary Recall Notices'' published by the Consumer Product Safety Commission in the Federal Register on November 21, 2013 (78 Fed.
