I think it is disingenuous... to say that no one is going to pay a single cent.

But, Mr. Werfel, with all due respect, isn't that the sort of the old phrase that Ronald Reagan used, 'We are from the government, we are just here to help?' I mean, it is not free.

It is just common sense, and I urge my colleagues to vote ``yes'' on this essential legislation.
