after the billions of taxpayer dollars spent to end poverty, why do the welfare rolls continue to grow? Why can't we do better than the welfare system we have in place right now? How many more families will be trapped in the current welfare system before Congress and the President finally act? Isn't it time that the President lived up to his campaign promise to ``end welfare as we know it?'' And, isn't it time for Congress to act? These are the questions that America wants answered. I urge my colleagues to provide those answers by voting for welfare reform today.
