I believe basically that the will of the House is supreme, and what can be done by some of its committees certainly can be done by the whole body of the House. We all know there is a rule that we cannot legislate on an appropriations bill. There are three traditional things we can do to get out of this situation. One is recommittal now. One is instruct the conferees. One is recommittal if the conference report comes back from the conference and does not satisfy anybody in here. Again, I would suggest that by unanimous consent we add to the legislation, the Interior appropriations bill, that any amendment which has been adopted by a majority vote in the House will be funded in conference. I think that would solve it, because we know the Senate is bringing in a much higher figure than we are.
