“I commend you, as did my colleague, for the eloquence and energy that you bring to this project. It is going to take a lot of that and we are going to need a lot of allies. I think you are absolutely right. Our problem with government is too many people are running the government, be it the executive branch or Congress over the years, based on public opinion polls. They have not sat down to think, as the gentlewoman has, with the climate of distrust for representative government, which is shocking, that we have got to deal with the real problems. And the real problems are exactly what the gentlewoman is talking about: Over use of money and its influence in American politics. Now, the Republican Party grappled with this in the 103d Congress, and we came forth with an excellent proposal. It banned PAC's, it banned soft money, that money from labor unions and corporations, organized groups, that go to the political party to conduct registration drives, administration of their own operations. It also said raise most of the money in your constituency.”
