I have conducted myself that way to bring people together across the aisle and build coalitions, to get something accomplished, and we have had a very productive record this year. So when I heard that an emissary of the President of the United States had come up here, talked to some of our leaders and said the President will shut down the Government over this issue, I was outraged. One of the things you learn, if you have not learned it before in life, is when you are in a legislative body and you give your word to a colleague, you better keep it or you are done for. Apparently that type of thing does not exist between the legislative and the executive branches. In good faith, people of both parties have been negotiating. The original Gallegly amendment was changed substantially. Members of both parties supported that and supported the immigration bill, as my colleague [Mr. Gallegly], noted, 333 to 87. Illegal immigration is one of the great problems of our society.
