Mr. Speaker, the Estuary Restoration Act is good for the Nation and thus good for California. I commend the leadership of the House and the Committee on Transportation and Infrastructure for their hard work to bring this conference report before us. This act demonstrates congressional commitment to restoring one million acres of estuaries over the next decade, while promoting a constructive partnership among all levels of government and the private sector. This conference report directs the Secretary of the Army to give priority consideration to the Los Cerritos wetlands, located in the district that I represent. Restoration of these wetlands will help retain natural habitat in Los Angeles County and improve the quality of life for residents throughout the area. Los Angeles County has lost more than 93 percent of its coastal wetlands. Los Cerritos represents one of only three sizable areas remaining that could be restored and could include nearly 400 acres when completed. The Estuary Restoration Act provides critical help to our Nation's environment, and I strongly urge support for this vital legislation.
