The civil rights, labor and employment laws that H.R. 3452 will apply to the Executive Office of the President are the same laws that the 104th Congress applied to itself during its very first day in session in January 1995. That legislation was the Congressional Accountability Act. These are the same laws that Congress and the President have in the past applied to the American people. H.R. 3452 improves accountability. It includes provisions to ensure that the White House is financially and otherwise accountable to the American people by establishing an inspector general and a chief financial officer for the Executive Office of the President.”
