Instead, we will be spending, as I have said earlier, hundreds of millions of dollars of the citizens of the county and city of Los Angeles, local taxpayer money, for no good reason. We simply cannot afford to be wasting money on problems that do not exist. If municipal wastewater treatment facilities are meeting the high-hurdles test, including in H.R. 961, it serves the public interest, it serves the interests of the local taxpayers, and it serves the interests of the Nation to keep this waiver intact, and all else is really nonsense.
