I would recommend Congress work with the National Space Council, which can bring together FAA, FCC, NOAA, Commerce, DoD, State, NASA and others to create a comprehensive legal framework that can become the international norm of behavior.

I think it is important that we recognize that what the commercial providers ultimately provide, a lot of it could have already been tested.
