But the bottom line is, if the gentleman totals all of the columns, we are $25 million below 1996. That is the bottom line. As to explaining the difference in the three funds and the shifting of the child survival account, which was not included in the President's request, and the African fund which was left out, then the net effect is that we are $63 million below what the President requested and $25 million below the 1996 level. The gentleman from Indiana ought to know full well that I am not going to increase the President's request on anything. I am cutting the President's request by a billion dollars in this bill.
