the bureaucracy was growing until such time as I became chairman of this subcommittee, and since that time, the bureaucracy is downsizing. I know we are not doing it as rapidly as the gentleman would like, but we are not hemorrhaging like we were before; we are coming downhill, and that is the right direction, but we must do it responsibly.
