I understand that, but, at the same time, this committee, the Committee on International Relations, has gone through hours and hours of hearings trying to draft a bill. Does the gentleman think they do not care about the same things he cares about? Does the gentleman think they just overlooked this or they are trying to give the administration the ability to spend this money in a reckless fashion? Of course they are not.
