Mr. Chairman, I appreciate where the gentleman is coming from, and certainly, if anybody is in favor of cutting expenses of this huge Federal Government it is me. but we have worked in a bipartisan manner to reduce Federal aid responsibly, and I think that the subcommittee and the full committee have done it. The administration requested the amount of money we put in this bill. Now, if we are going to have responsible administrations administering programs as well supported as the Eximbank and if the Eximbank is going to continue to move in the direction of concentrating some of their efforts toward small business, then we are going to have to give them adequate resources to provide that service. We have conveyed to the leadership of the Eximbank and not to the administration that we think they ought to look at smaller projects. There is something else other than a dam, there is something else other than a highway, there are small business people in the United States who have a potential customer in foreign countries, and that is why we have the Eximbank, and if they tell us they need money to provide this type of service to investigate whether or not the loan is viable, we have to give them adequate resources.
