Let me say that he is absolutely right. We did not appropriate one dime, we appropriated $541 million just a few weeks ago. What is the nonproliferation program? When we decided and reached an agreement with the Russians that we would downsize our nuclear weapons stockpiles, we agreed that we would assist the Russians in finding ways and means to narrow the size of their stockpiles. They are not helping us narrow the size of ours, but we are doing it; but we are spending $2,000,000 a day already in Russia. There is no doubt that we could spend more, but that may not even be possible because the Russians do not let us go in and just carte blanche do whatever we want to do. We have to do it in conjunction with their security requirements, too. While the gentleman may be right, there may be some need for additional moneys in the spring, I will stand with him on this floor and I will assure you that we will give them whatever money they need to ensure that every effort is made to downsize the nuclear situation in Russia. But to stand here and tell the American people today that we cannot afford one dime is a long cry from the real world, and the real world is we are spending $2,000,000 a day already in Russia.
