Mr. Chairman, all of the points during this debate have been well taken and that is exactly what this body is all about. Basically, though, this is a good bill. It is a bill that has received majority support in both subcommittee and full committee. There are several issues of contention that we will debate this afternoon, one of them being Section 907 whereby I disagree with the other side and the gentlewoman from California about the merits of what we have done. We have done exactly the right thing. The other is the future funding of the International Monetary Fund. While we do not disagree on what we hope this world will be in the hands of those who control the monies of the International Monetary Fund, they are not doing it in a responsible manner now. That is what this body is all about, to debate the differences. But let us not lose sight of where we are. We are $3.5 million below the subcommittee's allocation of $12.4 billion, so we are below our request. We are within our outlay. We are $315 million below last year. We are $1.1 billion below what the President has requested for 1999. In addition to that, we have protected things such as child survival. If we talk to the American people, they are against foreign aid. Most of them do not understand how little we give to foreign aid.
