Is that an appropriate limitation on a consent decree, to say, yes, we can do consent decrees, but they are not unlimited in their ability.

the only entity, in my opinion, that can fix a legislative problem from the agency is Congress.

What I am saying is, it is too bad that we are now creating a system where only one branch runs everything.
