As Senator Lankford pointed out earlier, for particularly toxic regulation, the costs are up front.

The concern that I have that I want to be able to talk a little bit about today is the time period.

My hope is that is now where we are going, that we are just like it was a dirty river before, it is still a dirty river, we are moving.

This will affect my State dramatically. It will affect the whole Country pretty dramatically.
