I would say none. I would not allow troops to go in at all without an affirmative vote at that time of Congress.

Chair Peters, this is an area we need to work on, the independent agencies, not just in this area but in a broader area.

The approval of the Governor is not enough. I can imagine a Governor that makes a bad decision too.
