All of these reasons have been given for a historic change in Senate tradition not to give a Supreme Court Justice an up-or-down vote. Block him on a procedural motion; for the first time ever, block a Supreme Court Justice on a procedural motion with a partisan vote. Let me take these one at a time as I walk through this.
