What I am trying to figure out is, obviously there are lots of issues here why this did not come together, but this is a lesson in the slowness of government, the bureaucracy of the process.

Even something as simple as children that wore masks or around adults wearing masks for all that time are slower in learning language now because they couldn’t watch someone’s lips moving.
