this is a problem that Congress made, Congress needs to fix it.
If we do not have more copper, we are not going to do electrification.
70 percent is clearly not the right number on this, to try to get it down to that level.
I would say none. I would not allow troops to go in at all without an affirmative vote at that time of Congress.
