I would say none. I would not allow troops to go in at all without an affirmative vote at that time of Congress.
Cybersecurity is not just a technical issue; it's a national security issue.
It's incredibly complicated. There's a lot that's going on.
The approval of the Governor is not enough. I can imagine a Governor that makes a bad decision too.
