The amendment (No. 1098), as modified, is as follows: At the end of subtitle E of title VIII, add the following: SEC. 889. REPORT ON IMPACT OF FOREIGN BOYCOTTS ON THE DEFENSE INDUSTRIAL BASE. (a) In General.--Not later than October 1, 2012, the Department of Defense shall submit to the appropriate congressional committees a report setting forth an assessment of the impact of foreign boycotts on the defense industrial base. (b) Element.--The report required by subsection (a) shall include a summary of foreign boycotts that posed a material risk to the defense industrial base from January 2008 to the date of the enactment of this Act. (c) Definitions.--In this section: (1) Foreign boycott.--The term ``foreign boycott'' means any policy or practice adopted by a foreign government or foreign business enterprise intended to penalize, disadvantage, or harm any contractor or subcontractor of the Department of Defense on account of the provision by that contractor or subcontractor of any product or service to the Department. (2) Appropriate congressional committees.--The term ``appropriate congressional committees'' means-- (A) the congressional defense committees; and (B) the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives.
