It was my understanding that before the vote on my amendment, I would be recognized prior to the vote for 1 minute or so. Is that correct? The PRESIDING OFFICER. The first vote is on the Paul amendment, but there are 2 minutes of debate, equally divided, prior to this vote. The Senator from Utah.
