I believe tomorrow we will give the President of the United States the full support of this body in order to send the right message to Saddam Hussein and to terrorists all over the world, and that message is this: The United States of America will not live in fear. I have ended every speech I have made since 1995 with one sentence, and I feel compelled to start this speech with that sentence. That sentence is that we today are in the most vulnerable and threatened position we have been in in our Nation's history. In January 2002, our President gave a magnificent State of the Union address. He said: Our enemies send other people's children on missions of suicide and murder. They embrace tyranny and death as a cause and a creed. We stand for a different choice, made long ago, on the day of our founding. We affirm it again today. We choose freedom and the dignity of every life.
