I would observe, after just walking in, that we are talking about the actions that have not been taken formally but that several Members of the House have talked about--we are going to bail out of here. My feeling is this--and I am asking a question through the Chair if the Senator from Illinois would agree with my observation. One of the reasons I think those statements have been made in the House is because they never believed we were going to be able pass a 6-year highway reauthorization bill in the Senate. Now, once that realization is there--and I am going to make an appeal to whoever is trying to string out this debate to shorten the time so we can have the vote that is pending right now take place and get on with the last and final vote, so we would actually have that ready while the House is still in session. They could very well take it up at that time. Now, if the individuals have placed themselves in a corner so that is not going to happen, I don't know. But is it worth a try? That is my question.
