Mr. President, I wish to do three things quickly. One is a request, one is an apology, and one is the truth. The privileges of the floor request will appear in another section of the Record. Secondly, I have an apology. I am very fortunate I have had the same staff for 21 years in the Senate. They have never made a mistake. My staff never made a mistake until last Friday. Last Friday I was informed by my staff that we had two votes starting at 1 o'clock in the morning--two votes, and yet there were three. So I am the guy who came down, thinking I had already voted. So I apologize to the leader, I apologize to the staff who was working, and more than anything else, I apologize to the young people on the front row, our pages, who had to stay up another 15 minutes at 4 o'clock in the morning because of me. I apologize. On the truth side, first, let me put in the Record--my good friend from California was talking about all of the groups. I have five times as many groups now on record, many of which are from the State of California. I have a long list. I wish to make those 44 groups from California a part of the Record. And then there are the 480 very thoughtful groups nationally that are opposed to this rule. I ask unanimous consent to have printed in the Record the two lists of supporters.
