“In listening to the comments of the Senator from Michigan in opposition to this amendment, this occurred to me: Does the Senator from Michigan see that there is anything wrong with the fact that this program has increased by 100 percent in the last 4 years? And, secondly, does the Senator from Michigan see nothing objectionable about projecting this for another 4 years to be another 100-percent increase in costs?”
