Placing a large number of naval assets on prepare to deploy orders would limit our ability to respond to an emerging crisis.

I still believe it's under-resourced, and I've talked to you about that in the past.

Wouldn't it be better to take that same top line and work within that so that the commanders would be in a position to make those adjustment...
