I am aware that the Senator from Oklahoma feels very strongly about this amendment. We discussed it and voted on it in the committee. At that time, I told the Senator from Oklahoma--who is my friend, for many years--that I would do what I could to see that he got a vote before the entire Senate. I am in disagreement with his amendment, but I want to respect his right to offer it. So--and I appreciate less than you know his tenacity--Mr. President, I will not object. The PRESIDING OFFICER.
