Mr. President, I ask unanimous consent that, notwithstanding the filing deadline in rule XXII, it be in order for me to offer a modification to the pending Hatch amendment No. 1911 with the text that is at the desk. The PRESIDING OFFICER. Is there objection? Mr. McCAIN. Mr. President, reserving the right to object--and I will not object. The PRESIDING OFFICER. The Senator from Arizona. Mr. McCAIN. I am aware that the Senator from Oklahoma feels very strongly about this amendment. We discussed it and voted on it in the committee. At that time, I told the Senator from Oklahoma--who is my friend, for many years--that I would do what I could to see that he got a vote before the entire Senate. I am in disagreement with his amendment, but I want to respect his right to offer it. So--and I appreciate less than you know his tenacity--Mr. President, I will not object. The PRESIDING OFFICER.
