I appreciate that. The only other question I have is the second part that I will ask. There is time to do this. I am going to personally make every effort--and I think Senator Boxer shares my anxiety over getting this bill into a position so we can vote. All we have to do is move this up so we are not going to be voting at the expiring time of 4 o'clock in the morning, when that could just as easily be tonight, and that would give us time to allow the House to look at it and perhaps come up with a better judgment than they have expressed so far.
