during this pause, if someone comes down to talk about the two amendments that will be voted on at 5 o'clock, I will be happy to defer to them. But I think it is important that we understand we are finally making some headway in getting into this Defense authorization bill. It seems as if every year for 51 years now we have been able to get it through. While other bills become controversial, get to a point where they cannot go any further, that does not happen with the Defense authorization bill. It is one that has to take place. As the Republican ranking member of the Senate Armed Services Committee, let me say, as I have said before, I thank my friend and colleague the chairman Carl Levin for his leadership in marking up this bill. It has always been difficult. In most cases we agree with each other. We happen to be looking at an amendment now where we disagree. But I always consider the NDAA bill as the most important piece of legislation in Congress every year. It contains authorizations that support our men and women serving in harm's way, all the way in Afghanistan and around the world. It supports the training of our servicemembers and maintenance and modernization of their equipment. It authorizes research and development; that is, R&D efforts that will ensure that we maintain technological superiority over our enemies and can defeat the threats of tomorrow.…
