EPA already regulates chromium in all its valance forms, 0, 3 and 6, together in its total chromium MCL-G and MCL.

Simply put, the report is biased, and therefore the conclusions are skewed to fit a particular viewpoint, or I should say agenda, perhaps.

Without transparency--without the ability of other scientists to replicate your work--you can't have good science.
