I stand by everything that I said in my State of the Union response back in 2015.

Essentially, what the WOTUS rule did was take away from the States and give to the Federal Government that jurisdiction.

I was able to include the authorization for the West Tulsa levee system.

I have to say that we really did a good job in terms of the private sector.
