With reference to the Udall amendment yesterday, I want to make sure our colleagues note this is not the Udall amendment. This is something different. This would mean for the first time we would be spending our DOD dollars, very scarce dollars--in this case the Department of the Navy--to build refineries or retrofit refineries. That has not been done before. As I said to the Senator from North Carolina when she was presiding: This is a function that has always been performed by the Department of Energy and the Department of Agriculture. In my State of Oklahoma we have several of these refineries and potential refineries and retrofits that are needed. However, we went through the proper channels, the Department of Agriculture and the Department of Energy. So if we vote for this amendment, it will be the first time we are using our readiness dollars to do something the DOA and the DOE are supposed to be doing. That is what distinguishes the difference between the two.
