As someone who has been considered many times in the ranking system as the most conservative member of the U.S. Senate, I have always said that in some areas I am a pretty big spender, national defense, infrastructure, something that we should be doing in our Committee, and I know that Senator Carper agrees with that, and unfunded mandates because these things are very, very expensive.
