The CARES Act included funding to allow the SBA to provide debt relief payments for regular SBA loans.

Why would we be encumbered here in the United States with regulations that are going to put people out of business?

Essentially, what the WOTUS rule did was take away from the States and give to the Federal Government that jurisdiction.
