Madam President, I heard the Senator from California talk about 78 percent of the people in this country want to reduce mercury. I am part of that 78 percent. The problem is this bill does not address that. By their own numbers, the EPA said the cost is around $10 billion. Of that, less than $6 million would be addressing mercury. The rest of that is in particulate matter, something already recognized under the Clean Air Act. I yield to the junior Senator from West Virginia for 6 minutes. The ACTING PRESIDENT pro tempore.
