“Mr. President, this is going to be kind of a strange statement to make. I have great regret that I am going to have to vote for this bill when it comes up--and I am talking about the spending bill--and I don't like it. Certainly we can't do two contingencies simultaneously, as has been our policy for a long period of time. And that is what we got into back then. Now, this hasn't happened since 1980.…”
