I thank the Senator for raising this issue and for his commitment to helping to pass a long-term surface transportation bill. The Senator is correct about the time constraints the Senate is under, as we must pass this bill before July 31. Unfortunately, that means we have been unable to include many worthy provisions in the DRIVE Act, such as his amendment, which I support as a means of improving the efficient delivery of Federal taxpayer dollars. I share the Senator's enthusiasm for fostering the use of private sector expertise in transportation construction. While this expertise is useful at all times, it is particularly useful in the aftermath of natural disasters, when a State must act quickly to rebuild its infrastructure. This is something we are very familiar with in my home State of Oklahoma. I thank the Senator from Arkansas for his leadership on this issue and he has my commitment that I will work with the Senator on this matter during our bipartisan conference negotiations with the House.
