regretfully, I am going to oppose this amendment. I am going to have to cover some points which my good friend from Kentucky made that I think are totally wrong. First of all, I don't agree we need to be going up there with Federal dollars bailing out cities that are having problems. Of course, that is a decision that is going to be made, I suppose, by a lot of people. Also, the Senator from Kentucky talks about sending billions of dollars overseas. I agree with my colleague from Kentucky about some of the foreign aid and I would join with him but certainly not in this case. Before I tell my colleagues why, let me clarify something. There are Members of this body and people outside this body who are conservatives believing this is some kind of a conservative program to defund the military in Egypt. Let me assure my colleagues it is not. This is coming from a person who is probably--in fact, I am certain of it. I have been ranked as the most conservative Member of this body more than any other single person. So this is coming from a conservative, not from a liberal and not from a Democrat. We have a unique situation. I wish to respond to a couple of things my friend from Kentucky said. First of all, yes, it probably fits the description of a coup. I know what the law is. The law says we can't send foreign aid after a coup.…
