Mr. Speaker, this has almost been a hilarious debate. What I have heard here over the last hour or so, the debate that I heard, is that it is okay to be unfair to certain people. If we have the death tax that is going to affect 2 percent of the people and we have 1,000 people that are affected by the death tax, we are only going to be unfair to 20, so it should not be any big deal. It is okay for the government to be unfair to someone, as long as it is certain people that we are being unfair with. I do not think the government should make those kinds of decisions. I am somewhat baffled by that, that we would say, let us just be unfair to these few people right here. Why should we repeal the death tax? This is about fairness. It is about being fair with the American taxpayers. I want Members to look at the diverse group of organizations supporting permanent appeal: the National Black Chamber of Commerce. Why does the National Black Chamber of Commerce support repealing the death tax? Because in the black community, it takes sometimes three to four generations to create wealth, and then the owner of that business, the owner of that farm, dies and then they lose the farm. They lose the business.
