there are some things in life that are beyond the realm of sanity. There are some things that are just so heinous--so cruel--they surpass verbal description. The bill before the House today addresses such an instance. We are considering a measure to ban the killing of an infant after the baby has been delivered. The Born-Alive Infants Protection Act of 2001 states that anytime the word ``person,'' ``human being,'' ``child'' or ``individual'' is written in law or regulations, it will include every infant member of the species homo sapiens who is born alive at any stage of development. Infanticide has no place in a civilized society. All children should be welcomed into life. I commend the sponsors of this legislation for bringing to light an injustice to innocent children and urge my colleagues to once again pass this bill.
