I would have a very difficult time, Congressman Lucas, explaining to the folks back in my district, the Sixth District years ago, as to how I could agree to vote to give away allowances that would keep their electric bills less than what they were going to be otherwise, and giving those allowances to some other region of the country.
English expresses difficulty in justifying a vote for allowances benefiting other regions over his constituents.
