Mr. Speaker, it has been painful for me to sit here and listen to some of the partisan rhetoric, which I think has trivialized a very serious issue. If this is about compassion, the House has already gone on record in a very compassionate way. The issue here, I would suggest to the gentleman from Tennessee, is really one of a more immediate nature, whether his party is going to continue to stand for maintaining a high level of taxation on working families. I am sad to say with this instruction to conferees, they are clearly going on record in favor of more taxes. Mr. Speaker, accordingly, I rise in opposition to the motion to instruct the conferees. First, I want to set the record straight and commend the chairman of the Committee on Ways and Means and the Republican leadership for already taking swift and meaningful action on the expansion of the child tax credit in June. My freshman colleague from Ohio may have overlooked the fact that we have already voted on this issue. Contrary to what the minority has been arguing here tonight, the House took clear action on this issue and moved specific legislation forward in order to maximize the number of families that benefit from the jobs and growth plan. The motion to instruct before us actually takes several steps back from the policy that we already adopted in June.
